Minority language rights to education in international, regional, and domestic regulations and practices: the case of Frisian in the Netherlands

This paper examines minority language education in the Dutch province of Fryslân from a rights-based approach. To conduct analysis, we employed qualitative (legal) content analysis. We explored rights at different levels to answer following question: what extent are international and regional standards on minority-language applied domestically Frisian through medium language? discuss historical trends community regarding elaborate specifically Netherlands’ shifting approach matter. Our analysis international, regional, domestic regulations shows that issue exemptions reduction core objectives have weakened position education. Owing lack proper implementation current regulations, Netherlands has been deficient fulfilling right mother-tongue primary schools. The further do not treat as right.
